I noticed a pattern from 2001-2010

Like creepy kids media: Invader zim, Ruby Gloom, Monster high, Psychonauts 1

Especialy psychonauts 1 and invader zim give me the exact same feeling somehow... I can't tell what it it. It's ugly, dark gloomy, but not goth, emo, scene, grunge. It's something else.

Edit: It's like scooby-doo or more like courage the cowardly dog- it's for kids, not scary, just unsetteling dark, but not black and white.
