Eh, no. As a goth myself I have seen a lot about this "perky goth" and it really isn't any different from goth it's self. It's a TV trope about how goths can have a personality, but it doesn't actually have any visual. Despite it mainly being represented in pastel goth and bubble goth form, any goth subgenre can be called "perky". Goth has been stereotyped into this gloomy and depressed look, one that only Satanists and social rejects can be apart of, and all perky goth is doing is showing that goths actually have a personality and can be as happy and bubbley as the rest of society. It's a personality type, not an aesthetic. Now again, this is just how I've perceived it as, but that aside it wouldn't last as a full page. We could put it as a subgenre in goth, though.
